When i use a power like infrared it has only a very small timer untill i can use again, but if i use bezerk its a large timer, but it still applies to the other powers like infrared. They should all be on seperate timers yes?

ya because after i use berzerk, I have like a 300 second timer for invis and stuff

Intentional.
When i ported the ancient abilities, i left them almost exactly how it was in t3a(changed a few little things for balance).
In t3a, for those who forgot, all race abilities shared the same cooldown.
It was one of the original balancing factors for abilities.
