how do i start when my friend tryed playing and starting a necro but says it starts a 0.0 and he cant do no spell from the book

Log out and then log back in.

Somewhere in Wind I believe you can buy your necromancer to 23 I think...

train spirt speak after each time u cast a necro spell thats the main skill that goes with necro
u may also want to use magery

the warlock npc in wind is far up north over on the right side of wind
he will let u buy skill up to what a previous poster said..

you can train your necro to 30 in wind
