just outside gate of brit graveyard, at the little strip mall there.

ill be putting new things there often, including :

forgetfull fish
weapons of all sorts
stat fish
rares
whatever i got lying around

just added 6 str fish and 7 dex
lowered a few wep prices
added life leech heavy xbow
t4a vanq crossbow of rez
t4a hammer pick of power of heal 20 charges plus more!
