can i get one right now, or are they disabled atm? and is there a tax on them added to the house or just a one time fee ?

It's just a one time fee for ATM chests. Once we get loot tables sorted I'll sell them again. I think the old price for them was 100k.

So for the moment, they aren't able to be purchased.
