Scrolls don't stack anymore, at least ones that are made. I'm not sure about blank scrolls.

Blank scrolls do stack and so do scrolls found on monsters.

Not all of the scrolls found on monsters stack.
Some do, but I haven't taken the time to look for a pattern.
