as far as im aware it increases your chance to sucessfully med.. and i know it increases spell dmg on some shards, not sure about this one tho.

definately doesnt do shit for damage here. not sure about med. not sure if it like helps vs targets resist either. thats another thing it does on most shards.

I found it defineatly helps with aq succesful med chance, dont think the time thing is correct though. Time between med increases with med skill.
