First u could do is to try to create the account on a different comp (a public one for instance) if u can't do that for any reason, then perhaps u have a friends who is helpful enough to create one for u (if so remember to change password ingame by doing ".password <new pw>" so he can't use ur account. Then u ask that friend to start play as well and he ask another friend and so on. The reason for that is because u can only create one account per IP.
If that doesn't work u send a PM to one of the GM's (BB or Vic) and just wait for there answer. And during the time u wait, u ask all ur friends to join as well
