 Post subject: ice elfs dropping Rc

Ice elfs are able to drop rcs when they are not full health

For example. I have 112 str, with 123 hp, as long as my hp is equal to my str, or higher, i can drop an rc. So if someone went to attack me, and hit me with a poision i can still rune out.

not sure if this is working as intended, so i decided to post.
