I ran into a few problems.

My necromancer cannot use his necro book. It says: "You are not a Necromancer." I tried the old method of placing both of my spellbooks on the ground and picking them back up but it didn't work. My race stone does nothing when double clicked. I cannot use the flamestrike spell at all and most other spells do no damage to me when I cast on myself.

Have you logged onto the character twice?
The second or future time of any racial character that logs in, you should get a dialogue box opening up that will give you the option to keep your race, or turn into a human.

Once you keep your race, it will update you to the new system, and your necromancy stuff should work after that

Also most spells should no longer damage the caster when cast.

Yes, I did get the dialogue box and did choose to remain the same race I was but it still didn't work.

What is the name of the character, I will check to make sure the race fix worked right. You sohudl have went through two different dialogues, 1 to confirm your choice after you picked to remain the same race.

I would just like to add this update.

I logged in for the first time in a few days on my necromancer and I received another dialogue box and once again chose to remain a necromancer. It said "You have chosen to remain a Warlock"

I can now use my race stone but the only option I have (search for reagents) does not work now.

I still cannot use my necromancy spellbook.
