Nah, it's not that simple, if his IP's already been used for whatever reason, he can't use that computer to sign up, regardless of his e-mail.

Personally if I were you, I'd ask a friend to sign up an account for you, using your e-mail, or go to a local library, or school, whatever works.

If you can't find someone to sign an account up for you on another computer, or you can't yourself on another computer, than try PM'ing Hydro on these forums, or join our IRC channel and contact him there.

Most standard consumer ISP's use a 'dynamic IP' system, whereby they can change your IP address as the need arises. Thus, when you set up different accounts from the same machine, the IP address could quite easily have been different.
